Democracy Drop Troopers: Game Overview

Democracy Drop Troopers is a tabletop adaptation of a hit video game. This system brings chaotic co‑op action, over‑the‑top firepower, and heroic sacrifice to the world of miniature wargaming. Dive into missions, call down stratagems, and spread managed democracy across the battlefield in true shocktrooper fashion. The game is currently in playtesting and seeking to secure an official license with the video game makers.

What You Need to Get Started

  • Dice: You’ll need at least 6 ten-sided dice (d10s). Optional: d6 dice for tracking health.
  • A Measuring Tool: A tape measure or other tool. All distances are measured in inches.
  • Table & Terrain: A 4’×6′ play area. 3D Terrain makes the game shine.
  • Tokens and Markers: Use tokens, dice, or chips to track statuses, wounds, and special effects. Anything works as long as both players agree on the meaning of each marker.
  • Activation Cards: Each player has a custom deck of initiative cards for activation order. These are included in the starter boxes or addons. You can also get PDFs of the decks and print them yourself.
  • Miniatures: The games use 4 to 50-ish miniatures per player.

Unit Types and Models

Each player creates a force, consisting of 4-50+ models on average. A typical game consists of 1,000 pts per player.

There are 5 types of models in the game:

  • Core:  A mainline Unit in your force.  You can take any number of these Units.
  • Support:  Less common archetype Unit, you may only take 1 Unit per 50 points.
  • Elite:  Specialized Units.  You may only take 1 Unit per 200 pts.
  • Rare:  A rare Unit.  You may only take one Unit per 500 pts.
  • Legendary:  An ultra-rare Unit.  You may only take one Unit per 1,000 pts.
  • Unique:  You may only take one per force.

Factions and Playstyles in Democracy Drop Troopers

There are four primary factions in the game, with others planned for the future. Each major Faction also includes 3 sub-factions for additional flavor and playstyle.

  • Drop Troopers:
    • Combat Style: Small numbers of models that rely on precision strikes, orbital deployment, superior firepower, and coordinated logistics to overcome overwhelming odds.
    • Threat Profile: Elite shock troops capable of rapid insertion, objective control, and high-lethality engagements.
    • Unique Elements: Access to droppods, stratagems, orbital bombardments, and advanced military tech.
  • Bugs:
    • Combat Style: Swarm tactics, melee-preferenced combat, area control, and zone denial.  They tend to have hordes of models with a few elites or Titan models as anchors.
    • Threat Profile: Most bugs close the distance quickly; countering them with crowd-control and area denial weapons is essential
    • Unique Elements:  Bugs dominate underground environments via vast tunnel networks and hive structures, and have rapid respawning capabilities.  They typically focus on overwhelming their opponents and winning by attrition.
  • Bots:
    • Combat Style: Strong defensive capabilities with reinforced armor, solid ranged firepower, and heavy-weight mechanized units that take concentrated fire or heavy weapons to take down.
    • Threat Profile: The Bots excel at offensive ranged-combat and force projection
    • Unique Elements: Capable of deploying factory units and constructing forward bases.  They are fearless, unrelenting, and many elite units have heavy armor, making them a tanky army.
  • Squids:
    • Combat Style: Elite units guiding hordes of subjugated zombie-like minions, advanced technology weapons, energy shields, and airborne units
    • Threat Profile: They employ large numbers of elite, powerful models supplemented by mindless, regenerative support units and significant air support.
    • Unique Elements: Squid forces use energy-field defenses and weapons that can disrupt or stun targets, reducing their combat effectiveness.  They employ a combined arms style of play.

Initiative Style

The Initiative Phase becomes a fast, cinematic mind‑game where teams use their custom-built Initiative Decks to seize control of the battlefield.

  • Custom Initiative Decks: Before the game, players build their own initiative deck from general-use and faction-specific initiative cards. This turns initiative from a passive, random dice mechanic into an active strategic layer.
  • Strategic Planning: Each turn, both sides secretly draw and choose from a hand of five Initiative Cards, revealing them at the same time to determine activation order. These cards do more than decide who goes first; they unleash tactical effects that influence movement, attacks, and key command choices. Players must balance the risk and reward of using the highest numbered card to seize the opening move, and or delaying actions for more powerful abilities that may shift the momentum of the battle.
  • Tactical Decisions: The system keeps every round sharp and unpredictable, rewarding fast decisions and turning initiative into a weapon. If both sides play the same value, the edge goes to whoever committed their card first

How the Game Plays

The game system uses a fast, structured turn cycle built around three phases that play out over 10 turns.

  • The Initiative Phase: Teams draw a hand of five cards from their custom Initiative Decks, secretly choose one, and reveal simultaneously to determine activation order and trigger special effects. Teams may try to activate sooner to take critical actions or risk delaying the initiative to gain rewards of stronger bonuses.
  • Activation Phase: This is where the battle actually happens. Players alternate activating Units one at a time, taking two actions, reacting to threats, and pushing the mission forward. The team that won initiative goes first, setting the pace for the entire round.
  • Reactions Keep the Game Dynamic: Between each action, the active player must pause to allow opponents to declare Reactions. Reactions let enemy Units move, shoot, or reposition in response to what’s happening on the table, creating a fluid, back‑and‑forth feel rather than a static “I go, you go” structure.
  • The End Phase: At the end of each turn resolves hazards, status effects, reinforcements, stratagems, and scenario triggers before checking victory conditions. The game ends when one side is eliminated, a scenario objective

Fate Points

Fate Points are a limited resource representing a force’s overall skill, luck, and heroics on the battlefield. Each player begins with a fixed supply of Fate Points and can earn additional supplies by completing objectives.

A single Fate Point may be used at any time to trigger one of these effects:

  • Re‑Roll: Reroll all dice from a Test or roll immediately after seeing the results. The reroll is final, and each roll may only be rerolled once.
  • Bonus Action: During your Activation, you may spend a Fate Point to gain a bonus action allowing you to perform 3 instead of 2 Actions in your turn.
  • Gambit: Once per turn, interrupt play to take one free Action of any type (not mid‑action). Other players may counter with their own Fate Point, triggering a Duel of Fates: all involved roll a d10; the highest acts first, then the next highest if still alive.
  • Mulligan: Discard and redraw Activation Cards.
  • Parting Shot: When a Model is killed, you spend a Fate Point for it to make one final Shoot action before being removed.

Game Types / Style of Play

Democracy Drop Troopers is designed to teach quickly, play smoothly, and reward smart decisions. You can play it with a group, solo, or in a multi-session campaign mode

  • Co-op Play: 1 to 4 players may run the Democracy Troopers against AI-driven forces seeking to oppress freedom.
  • Player vs. Player: 1 to 4 Democracy Troopers may play against a team of 1 to 4 players commanding a Bug, Bots, or Squid force.
  • Solo: Don’t have a local gaming group? No problem! Take on AI‑driven enemies and narrative missions with solo mode.
  • Narrative Campaigns: Linked scenarios formed into campaigns that evolve with your choices.

How does this differ from HELLDIVERS: The Board Game

We are aware that there is a board game version of HELLDIVERS by Steamforged Games in the works. We applaud the efforts and hope it is successful. But from reading the pre-release rules, the game didn’t quite scratch the itch we had. The crew at Final Stand Games are tabletop wargamers at heart. We love board games, but we love miniature games more!

Our goal is to build a full-blown miniatures game of our favorite video game franchise. Modular game boards that fit in a small area are fun, but they are no match for freeform terrain and measuring tapes on a tabletop. Helldivers is an epic-scale video game, and we wanted to see it played as an epic-level tabletop game on par with Warhammer 40k, Star Wars Legion, and others.

Democracy Drop Troopers is currently in the playtesting phase and not yet available for purchase… yet. We are currently making efforts to get the game licensed and make it an official product. We’ve been playtesting for a few months, but we’re gearing up for the next round of playtesting, and we’d love to have you involved. If accepted, you’ll get early access to the game’s Core Rules, the Army Companion documents, Unit/Weapon/Stratagem cards, and feedback channels as we refine the system. 

Requirements:

  • Willingness to read draft rules and provide clear, constructive feedback
  • Ability to run at least 2-4 test games per month (solo or with a group)
  • Access to basic gaming tools: dice, measuring tape, tokens, and a 4’x6′ play area
  • Access to or ability to 3d print proxy miniatures or models that fit the intended scale (28-32mm)
  • Comfort using PDFs, updating to new rule versions, and reporting issues
  • Participation in surveys, feedback forms, or a dedicated playtest Discord/portal
  • Agreement to keep unreleased materials confidential during the test period
  • Openness to testing experimental rules, edge cases, and scenario variations
  • Willingness to document results, including wins/losses, pain points, and standout moments
  • A positive, collaborative attitude focused on improving the game rather than “winning” the test environment
